City's racial makeup is 77.95% White, 20.25% African American, 0.19% Native Americans, 0.48% Asian, 0.38% of other races, and 0.76% of two or more races. Hispanic or Latino from any race is 1.05% of the population.
There were 391 households where 29.7% had children under the age of 18 living with them, 46.5% were married couples living together, 16.4% had non-husbands female households, and 35.8% were not family. 32.0% of all households were made up of individuals and 15.9% had someone living alone 65 or older. The average household size was 2.37 and the average family size was 3.04.
In the city, the population is spread by 22.7% under the age of 18, 5.8% from 18 to 24, 25.0% from 25 to 44, 22.2% from 45 to 64, and 24.2% 65 ages years or more. The median age was 43 years. For every 100 women, there are 73.3 men. For every 100 women age 18 and over, there are 70.1 men.

The sister program for Habitat for Humanity, a Jubilee partner is a 258-hectare Christian Service Community located on Jubilee Road in Comer City, founded in 1979 by a small group of people from Koinonia Farms in Americus, Georgia. The group wants to find communities in Northeast Georgia because they already have one in Southwest Georgia. Koinonia Farms in Americus is a similar service community founded in 1942.

The City of Comer power service is provided by Georgia Power, a subsidiary of Southern Company and a customer-owned electricity cooperative, Jackson EMC. The water utility is provided by City of Comer Water and Sewer Department. The sewer service is provided for about 70% of the city. Trash is provided by AAA sanitation through a city contract to all city residence. Natural gas is supplied by Atlanta Gas Light through various marketers in regulated markets. Telephones and hard-line Internet services are provided by Windstream Communications or Charter depending on where you live in the city. Windstream covers about 95% of cities with Charter overlap and covers about 50% of the city. The road and sanitation department also provides roadside embankments every 2 weeks.

There is no treatment at the Hospital in Comer City and most trips to nearby Athens, Georgia to Athens Regional Medical Center or Saint Mary's Hospital. Some residences travel to Elberton, Georgia nearby to Elbert Memorial Hospital.
